Rogue FBI agents and possibly FBI director James Comey are engaging in what appears to be a disinformation campaign intended to smear Democrat Hillary Clinton. The latest evidence: explosive allegations that the charitable Clinton Foundation is under “serious investigation” that could lead to a criminal indictment.

But two new reports say that no FBI investigation of the Clinton Foundation is currently underway, ruling out any possibility of an indictment.

Donald Trump is making the claim in campaign speeches based largely on reporting by Fox News and The Wall Street Journal, both owned by right-wing media mogul Rupert Murdoch.

NBC News justice correspondent Pete Williams told MSNBC’s Chuck Todd that the FBI has no investigation underway.

“There really isn’t one,” Williams said. “If you want to call it an investigation, that’s a term of art in the FBI. There was an initial inquiry that was opened a couple months ago based largely on media reports and a book called ‘Clinton Cash.’”

“There were some initial things done in that, but FBI officials tell me there has been virtually no movement on that case for the last several months,” he added.

“So this idea that there are indictments near, or something like that is just not true,” he said.

In a separate report, Fox News reported, based on anonymous FBI “sources” that a 99 percent chance exists that five foreign intelligence entities breached Hillary Clinton’s private email server.

Williams also shot down that report. “I’m told there is no such view [in the FBI],” he said. “Go back to what Comey said in July when he announced no charges would be filed. He said there were signs of attempted breaches. They simply can’t say for sure whether it was breached.”

“But they found no positive proof,” he added.

The FBI and Congressional investigations concluded over the summer that no evidence could be found indicating server breaches. That led FBI Director Comey in July to conclude, in part, that no criminal prosecution was warranted in the case.

A separate report by ABC News reached the same conclusion. It reported that there was no merit to the Fox News or Wall Street Journal reports.

The news network reported:

On the campaign trail today, Donald Trump touted allegations about the Clinton Foundation that reliable sources say are false and ill-informed. It was reported last night that the FBI is conducting a criminal investigation into Hillary ‘Clinton’s pay-for-play corruption,’ the Republican presidential nominee said today in Jacksonville, Florida, during his first rally of the day. ‘The investigation is described as a high priority. It’s far-reaching and has been going on for more than one year. It was reported that an avalanche of information is coming in. The FBI agents say their investigation is likely to yield an indictment.’ ABC News sources, however, indicated those statements — and the Fox News reports they’re based on — are inaccurate and without merit.”

FBI agents presented their findings to senior FBI officials and prosecutors in the Justice Department’s public integrity section, in Feburary, the network reported.

“It was not impressive,” one source said of the February presentation. “It was not something that [prosecutors] felt they could authorize additional steps for. They were not impressed with the presentation or the evidence — if you could even call it evidence to that point,” ABC News reported, citing sources.
