Bieber was about an hour late taking the stage.
He was supposed to go one at 8:30 pm, after Cody Simpson wrapped up his opening set. But the Canadian singer did not show up until 9:30 pm. Fans had to listen to a mixtape of his hits.
“After a half hour of this malarkey, fans were getting tired of waiting. Finally, at 9:20 a digital clock began counting down from 10 minutes and the energy in the building began to build again,” wrote music critic Marty Duda.

Bieber, 19, had originally planned two shows in Aukland, but last month his handlers unexpectedly canceled the second show.
At the time, they gave no reason, but fans were told their tickets would be good for the first show. That touched off rumors that Bieber had failed to sell out either date.
Last night, empty seats were clearly visible around the arena, according to Auckland press reports.
But that didn’t deter thousands of fans, who screamed through most of the show… when it started, that is.
Bieber appeared dressed in a white suit and a tank top accompanied by about a dozen dancers, also dressed in white. He kicked off the show singing “All Around the World.”
Some critics claimed that Bieber was lip-syncing most of the tunes. The screaming was so loud, backing vocals may have been necessary.
Justin also suffered another small glitch during an acoustic set with another guitarist. He appeared to be having difficulty hearing his own guitar through his headset.
He motioned to the sound crew and stopped the song momentarily before continuing without any further glitches.
Bieber’s current Believe Tour has been plagued by several incidents since he kicked it off in Sept. 2012 for 150 shows in the Americas, Europe, Asia, Africa, New Zealand and Australia.
In Toronto in August, police dogs discovered marijuana and drug paraphernalia on board his tour bus as it attempted to cross the border.
Critics ripped his New Jersey show, charging that the pop star looked “bored” and “sluggish” on stage.
The Biebs may be suffering from tour fatigue. He’s got eight more shows left, all of them in Australia. He’ll wrap up the tour Dec. 8.
