Miley Cyrus has been there and done that during her rebellious teens and she happily gives Jay Leno some advice for her pal, the trouble-prone Justin Bieber. Nice… the big sis’ routine!

Miley, 21, has had her own moments growing up, whether it’s wearing age-inappropriate clothing or experimenting with drugs.

But she happily told Leno on the Tonight Show no mug shot of her is floating around on the Internet. Nothing she’s done is “illegal in California,” she insists.

Well, not quite. Downing the club drug Ecstasy is definitely illegal. Smoking pot? Still illegal. Underage drinking? Been there. Let’s just say she’s never been caught, which is the next best thing to not doing it.

And, she offers the same prescription for Bieber, who seems to get caught for everything he does, from speeding through quiet suburban neighborhoods in hot cars to egging his neighbor’s house and peeing in a mop bucket at an exclusive New York City restaurant.

“You’ve got a lot of money,” she advises the 19-year-old singer, “Pay people to make sure you don’t get in trouble, and party at your house. Buy a house, and add a club to it.”

Now she’s talking. Of course, Bieber’s security is almost as bad as he is. At a pre-Super Bowl party in New York City last night (Jan. 31) his security guards caused a row by flashing lights at anyone who tied to take a photo of the pop brat.

Bieber just gave everyone the finger.

” get the most flack from anybody but I don’t do anything illegal,’ Miley said.

‘I’m doing a lot of s**t, but I’m not doing anything illegal – so that’s all right. Everything I do is legal in California.’

Miley also talked about her recent duet with ’80s pop bad girl Madonna, who is now pushing 60, but just as fierce as ever.
